ABOUT
IMCC Center for Community Extension and Social Development Services, Inc. (ICESDev) is a non-stock, non-profit, non-government, and service-oriented development organization. It started as an extension services arm of the Iligan Medical Center College and was spun-off as a non-government organization. ICESDev was formally incorporated and registered with the Security and Exchange Commission (SEC) in the Philippines on June 18, 2015, with SEC registration number CN20153288.
Before the Center became a registered non-government organization, it adopted several poor communities in Iligan. Interventions for health and sanitation, medical mission activities, relief operations, environmental protection and preservation activities, and other programs were implemented. It was also on the frontlines of the “Save the River Movement,” a coalition of organizations and institutions conducting research and planting bamboos in the banks of the major river systems in Iligan.
PURPOSE
As a service-oriented organization, ICESDev generally aims to achieve a society where social equity and people empowerment are given primordial concern and where people’s right to participation in planning and decision-making in programs and projects that have impacts on their lives is upheld.
As an NGO, ICESDev aims to: 1) promote collaborative efforts with partners and stakeholders in the community, government, and non-government organizations at the local, national, and international levels for disaster risk-sensitive interventions on housing, health, hygiene, sanitation, and livelihood for the poor, the marginalized, and most especially the internally displaced people (IDPs). It gives special focus on the most vulnerable sectors—women, children, and the elderly in Iligan City; 2) forge partnerships, mobilize resources, and engages in participatory planning for disaster-risk reduction and management, and climate change mitigation activities and programs, and 3) advocate and participate in the formulation and review of policies and programs with the local governments, especially on the issues of women and children, gender equality, and other development issues and concerns.
ICESDev also works to uplift the general conditions of the urban poor by embarking on community development programs on water, health, and sanitation; social preparation for low-cost housing; the introduction of bio-sand filter technology; enterprise development; and microfinance.

ACTIVITIES
In the aftermath of typhoon Sendong (Washi), the Center, together with the United Iligan, a coalition organized to take humanitarian actions for the survivors, was actively involved in relief operations, feeding, and psycho-social activities. It also went beyond its geographical boundaries in serving the people when the Center went to Leyte provinces in east central Philippines to help the survivors of typhoon Haiyan (locally known as typhoon Yolanda).
In 2014, ICESDev embarked on a project that constructed twenty-eight units of 3-chamber septic vaults and distributed 75 units of bio-sand filters that benefited a total of 101 households in four Typhoon Sendong relocation sites in Iligan City, in partnership with SELAVIP (an overseas NGO), the Catholic Diocese of Iligan, and local people’s organizations.In March 2015 up to 2018, ICESDev implemented participatory disaster risk-sensitive shelter planning in three (3) high-risk and flood prone communities of barangays Hinaplanon, San Roque, and Santiago, which were heavily devastated by typhoon Sendong in 2011. This project was implemented in partnership with the Danish International Human Settlement Service (DIB), the Alternative Planning Initiatives (ALTERPLAN), the city governments of Iligan, the barangay governments of Hinaplanon, San Roque and Santiago and the local people’s organizations in these barangays- Ubaldo Laya, Tomas Cabili, and Mahayahay.
Currently, as a member of the City Development Council (CDC), the Local Housing Board, and the Iligan City Disaster Risk Reduction Management Council, all created by the local government of Iligan City, ICESDev is actively involved in advocating for people’s development issues and concerns. It is also one of the leading civil society organizations in formulating a city ordinance that is aimed at organizing a people’s council in Iligan City.

The Community Extension Programs of Iligan Medical Center College (IMCC) are designed to involve students and faculty in meaningful community development, focusing on health, education, environmental sustainability, and civic engagement. “AMPLIFYING THE ROLES OF INTERNALLY-DISPLACED PERSONS IN THE RECONSTRUCTION AND REHABILITATION OF MARAWI” Project Objective: Organize IDPs, building capacities and resilience, conduct representation and dialogues of Lombay Ka Marawi IDPs with the Task Force Bangon Marawi (TFBM), national conversation with Congress and Senate, conflict management and peacebuilding, psychosocial interventions through puppetry, theater arts, visual, music, and other creative methodologies. “INTEGRATED AND INCLUSIVE HUMANITARIAN ACTION FOR COMMUNITY AND HOME-BASED INTERNALLY DISPLACED PERSONS OF THE MARAWI SIEGE” Project Objective: Provide relief, food and medical missions, health interventions and distribution of unconditional cash grants assistance to 1,670 IDP households in Marawi, Iligan and Pantar Date started and ended: July 2017 – June 2018.
TREE- AND MANGROVE-PLANTING ACTIVITIES Over the years, ICESDEV actively initiated tree- and mangrove-planting activities in Iligan City with NSTP and other IMCC colleges/departments – Basic Education Department, College of Criminology, College of Business Administration, College of Arts and Sciences and College of Nursing and Midwifery.
FEEDING PROGRAMS ICESDev spearheaded several feeding programs for communities severely affected by disasters (typhoons, fire incidents), armed conflict (Marawi Siege), and poverty (Bajau community).
MEDICAL MISSIONS ICESDev has initiated medical missions and community visits, particularly in the cities of Iligan and Marawi in partnership with the LGU, NGOs, and civic groups.
TRAINING THAT FACILITATES INCOME OPPORTUNITIES OF RESIDENTS OF PARTNER COMMUNITIES. In 2019, ICESDev provided training on basic financial operation management, micro-enterprise development program, simple bookkeeping and business planning, and BSF project proposal making, funded by the Asian Community Trust (ACT), in partnership with the Barangay Hinaplanon local government unit. This series of trainings aimed to facilitate income opportunities for the low-income residents.
BARANGAY DISASTER RISK-SENSITIVE SHELTER PLANNING ICESDev, ALTERPLAN, DIB, LGU-Iligan City, and BLGUs of partner barangays cooperated from 2015 to 2019 in developing and promoting a participatory process of Barangay Disaster Risk Sensitive Shelter Planning (BDRSSP) project, in partnership with Alternative Planning Initiatives, Inc. (ALTERPLAN) and the Danish International Human Settlement Services, Inc. (DIB) in high-risk, flood-prone communities of three (3) barangays – Hinaplanon, Santiago and San Roque in Iligan City. A new phase of cooperation on BDRSSP is currently being implemented in barangays Mahayahay, Tomas Cabili, and Ubaldo D. Laya, Iligan City (2020-2021). The BDRSSP project aims to provide safe settlements for IDPs and at-risk poor communities in Iligan City.
IMCC OPERATION KONTRA COVID-19 Since the emergence of the Covid-19 pandemic (March 2020), ICESDev, with the help of ALTERPLAN, DIB, PHILSSA and IMCC, provided and distributed surgical gowns (512 pcs.), face shields (272 pcs.), face masks (514 pcs.) and face towels (159 pcs.) for front liners in the medical field, checkpoint personnel, and other individuals. Recipients include IPHO Lanao del Sur, SND Provincial Hospital, Maigo Health Support Staff, GTLM Hospital personnel, Mercy Hospital personnel, Sanitarium Hospital personnel, City Health Office personnel, IMCH health personnel, St. Mary’s Hospital staff, Ma. Reyna Hospital staff, NMMC Hospital personnel, ambulance crew in Pantar, Naval Reservist volunteers, Brgy. Bagong Silang BPATs, Brgy. Pala-o Health team, Brgy. Buruun BPATs, Brgy. Dalipuga BPATs, ICDRR personnel, Housing Resettlement Office, COVID Center personnel, Latinanay (Pogs), Dr. A.B., Dr. Bracs, Dr. S.P. and random health frontliners.
DISTRIBUTION OF MEDICAL SUPPLIES AND EQUIPMENT, AND EDUCATIONAL BOOKS ICESDev, facilitated donations from Sydney, Australia composed of medical supplies and equipment intended for Iligan Medical Center Hospital, IDPs, selected barangays, and friends in desperate need of the supplies, as well as educational books for the IMCC Library, Basic Education Department, and other elementary schools.
INTERVENTION FOR TS VINTA VICTIMS Ms. Padagas and ICESDev spearheaded the intervention for residents of Barangay Del Carmen, Iligan City whose homes were devastated by TS Vinta in 2017. With the help of IMCC, the residents were temporarily housed in the school and were provided food, relief goods, and other basic necessities.
HUNI SA KALINAW – AN ONLINE CONCERT FOR THE BENEFIT OF THE IDP COMMUNITY This was an online concert for peace and environment facilitated by ICESDev. This 1-hour concert was streamed online via ZOOM and Facebook live last June 12 & 13, 2021. The objectives of the concert were: 1. To promote peace especially among the IDPs; and 2. To raise funds for the various projects of ICESDev for the Marawi IDPs specifically the Lombay Ka Marawi – an organization of Marawi siege IDPs duly registered with the Securities and Exchange Commission. The performers offered their talents for free, hence, all of the concert’s proceeds go to the IDPs.
PAGDUYOG SA RAMADHAN 2021 ICESDEv and Lombay Ka Marawi, Inc. (LKM), supported by their partners, the Alternative Planning Initiative (ALTERPLAN), and the Danish International Human Settlement Service (DIB), initiated the distribution of relief assistance to selected Marawi IDPs in Iligan City on April 29, 2021 as a gesture of compassion and sympathy during their observance of Ramadhan. Other nongovernment organizations including the Friends of Bajau and individual sponsors also extended monetary assistance.
RELIEF GOODS DISTRIBUTION IN SELECTED ADOPTED BARANGAYSIN MARAWI CITY ON MAY 20, 2021 IN CELEBRATION OF THE WEEK OF PEACE. In celebration of the Week of Peace, the IMCC Center for Community Extension and Social Development Services, Inc. (ICESDev) and Lombay Ka Marawi (LKM), together with their partners (ALTERPLAN, PHILSSA-AKKMA, DIB and TFBM), individual sponsors (Nicole Curato and friends) and volunteers, initiated another relief goods distribution activity for the IDPs on May 20, 2021 in three (3) selected adopted barangays in Marawi City. This activity aimed to address the needs and concerns of the IDPs in the adopted areas.
DISTRIBUTION OF RICE AND GROCERY ITEMS. On June 23, 2020, ICESDev, together with the 12th Military Operations based in Marawi City, facilitated the distribution of rice and grocery items to a total of 450 IDP households in Marawi City, particularly in adopted areas of Rorogagus, Boganga, West Pantar, Dulay Proper, Pantaon-Gadongan and other barangays; 150 IDPs in adopted barangays in Iligan City also benefited from this activity including those in Brgy. Mahayahay (homebased), Brgy. Tomas Cabili (Al Nor Madrasah), and Brgy. Ubaldo Laya (Toril).
BOOK-GIVING ACTIVITY Ms. Padagas, with ICESDev and student volunteers from the College of Business Administration, facilitated the book-giving activity to children of families that were victims of the fire incident in Puroks Silangan and Matinabangon, Brgy. Ubaldo D. Laya last May 2019. Educational books were from the IMCC Library.
